Minimum Qualifications NY HELPS Appt: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:A bachelor's degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: iciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.If verifiable, we will accept and prorate appropriate part-time and volunteer experience. Permanent Competitive Appointment: Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment.Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Duties Description The Innovation Team is modernizing New York's state parks and historic sites by using technology to make the Parks experience more enjoyable and efficient for both visitors and staff. Our goal is to not just deploy technology, but to help the agency rethink the way that it does business in order to most effectively and efficiently serve our patrons.The Business Systems Analyst 2 (BSA2) will work collaboratively with the Innovation Team and Agency staff to ensure that the team's initiatives are implemented smoothly and meet regional, park, and program needs. In addition to other analyst duties, the BSA2 will work closely with the Project Team to ensure analysis activities, deliverables and requirements are met.The Cultural Resource Information System (CRIS) is an online Geographic Information System (GIS)-based system that provides workflow management, project archive record keeping, and the statewide inventory of historic and archaeological resources for all Division of Historic Preservation (DHP), also known as the State Historic Preservation Office (SHPO), and its program areas. CRIS is used internally by DHP and other Agency employees and externally with over 10,000 registered users among federal, state, and local government partners, nonprofits and the general public. It must therefore meet the needs of both specialized users and those who are new to DHP programs.Launched in 2014, CRIS was designed and built in collaboration with an outside vendor. The system has exceeded its expected service life. As a server-based technology, its reliability must be sustained to avoid service disruption and to maintain program delivery for the agency. The BSA2 will play a key role in this critical work.DUTIES AND RESPONSIBILITIES:The selected candidate for the BSA 2 will:* Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to recognized business analysis methodologies.* Identify and document scope of business processes, changes, and enhancements, along with prioritizing and remaining aware of business process changes.* Manage the relationship with project stakeholders to identify, model and document business process and data requirements.* Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions.* Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule.* Work with the Project Team to ensure requirements' gathering stays within scope or enact a change request if the scope needs to be revisited.* Validate that solutions meet business needs by developing, maintaining and executing test plans.* Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects.* Develop training and user support materials in support projects.* Provide project support as needed.* May be required to supervise lower-level staff.* Perform other duties as assigned. Additional Comments OPERATING NEEDS:* Business Analyst certification is preferred.* Work effectively with staff with the ability to demonstrate effective conflict management, flexibility, adaptability, and emotional intelligence.* Has the ability to demonstrate experience in requirements gathering, analysis, modeling, communication, specification, and implementation.* Understand the business environment and translates that into effective requirements.* Has the ability to express oneself and communicate effectively with others as well as in writing; ability to transmit and receive information clearly and succinctly with respect to the intended audience.* Has the capability to explain technical topics in plain, non-technical language to individuals without a technology background.* Translates program terminology and business needs into technical concepts.* Ability to utilitize creative thinking, decision making, problem solving, and system thinking while working with analytics.* Ability to demonstrates exceptional value-added service to internal and external customers.* Able to make reccomendations as to the best use of current available technologies regarding system accessibility and database management.*NY HELPS PROGRAM:For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
