Information Technology System / Network Administrator Work locations: Both 415 N. Zarfoss Drive, York PA 17404 - AND - 901 N. Our culture of innovation and stewardship champions that mission. This position plays a pivotal role in ensuring the smooth and secure operation of the Authority's networked computer systems. Responsible for configuring, maintaining, and troubleshooting hardware, software and networking issues to ensure optimal performance and security. Key/Reporting Relationship/Direct Reports: This position reports to the Chief Financial Officer and serves as a member of senior staff. This position receives broad guidelines and sets priorities for self. The IT Support Specialist reports to this position. Requirements : Bachelor's Degree in Computer Science, Management Information Systems, or a related field or equivalent experience. Microsoft MCSE certification or equivalent and previous experience administering server-side technology and networked computing systems preferred. Familiarity with SQL and database operations. Ability to develop and monitor technology services. Ability to communicate technical information to a non-technical audience. Excellent critical thinking and problem-solving skills. Ability to manage projects. Ability to understand transit systems operations and service area. Ability to solve problems and deal with a variety of changing situations in a timely manner. Ability to be detail oriented, ensure accuracy, and meet critical deadlines. Ability to be organized and work on multiple projects in a fast-paced environment. Ability to maintain confidentiality. Ability to maintain compliance with the Health Insurance Portability and Accountability Act (HIPAA). Ability to manage one's own time and to follow a schedule to meet deadlines. Excellent written, verbal and interpersonal skills. Ability to read, analyze and interpret complex information in order to take action; to prioritize work; and to explain situations to department heads and track down information until the situation is resolved. Expert level in computer applications to include MS Office. Certificates and Licenses Required: Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage. Some of the Essential Duties and Responsibilities: Configures and maintains the networked computer system, including hardware, system software, and applications. Ensures data is securely stored and regularly backed up . Diagnoses and resolves hardware, software, networking and system issues as they arise while documenting these activities in the Trouble Ticket system provided by the Authorities. Replaces and upgrades defective or outdated components when necessary. Monitors system performance to ensure smooth and secure operations. Researches and recommends new approaches to improve the networked computer system. Provides in-house consultant services to departments on a variety of information and database application systems. Provides information to employees regarding division services; responds to inquiries and complaints regarding service; assures appropriate information is provided and problems are resolved. Manages hardware and software related to communications of all types used by the Authorities. Ensures user problems involving hardware/software are managed in a timely and professional manner; diagnoses problems; contacts other technical staff as necessary; completes on-site repairs, provides users with replacement equipment if required; and/or conducts repair follow-up. Documents processes and procedures for system usage . Serves on Authorities' project teams to ensure technology requirements are identified and included at initial stages of specification development; prepares contract specifications and manages contracted services in the installation, repair and maintenance of telephone and data communication systems. Coordinates the efforts of vendors, contractors and staff to ensure maximum use of equipment and continuation of service with minimum system down time. Maintains and upgrades server and network infrastructure ; sets up new users and groups; performs daily backups and data archiving; installs network operating software patches and upgrades; ensures security; installs applications to be shared on network; and maintains data flow for Kiosk and off site offices. Prepares and develops annual division budget ; monitors and approves expenditures in accordance with Authorities' policies and principles of sound fiscal management. Develops capital and operating budget requirements in the six-year Information Technology Plan for primary and secondary systems projects. Reviews and approves network and communication invoices for accuracy and submits for payment. Adds new phones and changes existing phones as required; troubleshoots and resolves problems; programs features on desk sets; maintains and programs CUCM Cluster including voicemail and instant messaging and assists users with problems. Provides education and training to staff on effective use of computers , software applications and computerized systems; gives verbal or written instruction to users of varying degrees of technical expertise on the proper use and care of the hardware and software; monitors the effectiveness of training and determines training requirements; maintains appropriate records and files. Interviews vendors, suppliers, and business representatives interested in supplying or providing communication services to the Authorities; maintains listing of qualified vendors, suppliers and representatives. Acts as a liaison for department directors and managerial staff for current and future hardware and software needs to include project research, timelines, specifications; budgetary impact; and outside consultant selection and management of work efforts. Ensures compliance by following Authorities' policies and procedures and local, state and government regulations. Maintains regular attendance and performs duties and responsibilities as assigned. Responsible for Cyber Security initiative to provide state of the art security for all computer and communications systems utilized by the Authority. The Authority is an equal opportunity employer.
