Department: IT Business Solutions Location: Albany, NY Apply by: March 16, 2024 Position Summary The Information Technology Specialist 2 (Programming) will work in a team environment developing new applications and maintaining existing applications. They may be responsible for supporting related third-party software and other toolkits, as well as working with end-users to define the project requirements for analysis and design of solutions. As a part of a project team, the Information Technology Specialist 2 (Programming) will perform a full range of activities including: Systems Analysis and Design; Application Programming Development; Unit, Systems and Acceptance testing; and Systems implementation and maintenance.The department's intention is to fill four (4) positions. NY HELPS Program Information This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Minimum Qualifications EITHER: 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 2-Programming (SG-18); OR 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.OR To be appointed via the NYHELPS program, you must meet the following requirements: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.ANDThe specialized requirements for this position under Selective Certification are as follows: Collection 1: Category: Degrees/Minors/Certificates Group: Degrees Item: Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering Level: Associate degree Category: Coursework Group: Programming Item: Computer Programming: Includes coursework in the fundamental concepts and basic principles and practices of problem solving with computer programming through flowcharting, pseudo-code and ultimately the use of a programming language including analysis and implementation of run-time environment, scope rules, binding, and parameter passing mechanisms. Level: 6 to 11 credit hours Collection 2: Category: Experience and Competencies in Info Technology Group: Development, Programming Languages, Protocols and Tools Item: SQL and Structured Programming (any language) Level: 1 to 2 years Category: Experience and Competencies in Info Technology Group: Quality Assurance Tasks: 1 Level: 1 to 2 years Category: Other Experience & Competencies Group: Business Analysis Item: Gathering User Requirements Level: 1 to 2 years Preferred Qualifications Experience with PeopleSoft and/or another Enterprise Resource Planning System Experience with SQR & SQL At least one year applied experience in application development. Familiarity with relational database programming techniques, Oracle preferred. Functional knowledge of Public Sector PeopleSoft (ex: Payroll, Pension, Accounts Receivable, Accounts Payable, Actuary, Time Reporting, etc.) Commitment to providing exceptional customer service. Excellent written and verbal communication skills Excellent interpersonal skills Job Duties The duties of the Information Technology Specialist 2-Programming include, but are not limited to, the following: Participate as a team member on a variety of projects including determination of time frames for assigned tasks, completing assigned tasks, assisting in unit and system testing and post-implementation support of the system. Assist in the analysis of user requirements such as information gathering, participating in requirements interviews, documenting existing systems and processes, documenting requirements and developing detailed specifications. Program and provide technical support for application modules and various implementation phases of application systems. This will include coding, testing, installation and documentation of the system's functions. Participate in discussions of the definition, design and construction of processes/structures to support project requirements. Ensure that system development and support projects adhere to application development standards and procedures, standard configurations and policies dictated by the New York State Teachers' Retirement System Provide support, troubleshooting and maintenance of assigned systems to ensure that New York State Teachers' Retirement System staff can utilize applications in an efficient and timely manner. Collaborate on information in a team environment in order to communicate goals, objectives and knowledge. Assist with project planning including task estimates. Code, test and implement applications in a team environment Salary Grade This position is a Grade 18Salary RangeIf hired prior to April 1, 2015: $68,249 to $89,050If hired after April 1, 2015: $68,249 to $85,234Please note: 2024-2025 Salary schedules will be shared as soon as they are available.
