Working in more than 280 locations throughout the world, OBO's workforce is responsible for planning, designing, construction, maintenance, and renovation of overseas diplomatic facilities. We ensure the safe, functional, and resilient. Major Duties: As a Telecommunications Specialist/Audio Visional Designer assigned to the Office of Design and Engineering, Electrical Engineering Division (DE/AD), the employee performs a wide range of expert-level audio visual systems functions that support the design and construction of safe, secure, and fully functional facilities at overseas diplomatic posts throughout the world. The incumbent coordinates technical requirements for audio visual systems design and testing for U.S. government owned and leased facilities overseas. In furtherance of these responsibilities, the employee performs tasks and assignments that typically include, but are not necessarily limited to, the following:* Serves as the Subject Matter Expert in audio visual systems, equipment and devices, including those of major size and complexity.* Conducts analyses to establish audio visual design criteria to be followed by contracted Architectural and Engineering (A/E) commissioned to develop designs.* Oversees and directs the activities of contracted A/E engineers and ensures designs conform to the following:o American National Standards Institute (ANSI) Telecommunications Institute of America (TIA), Electronic Industries Alliance (EIA) standards 568, 569, 570, XXXX, 606, 607, and 759;o International Organization for Standardization (ISO), International Electrotechnical Commission (IEC) standard 11801;o National Electrical Code (NEC); ando AVIXA ANSI/INFOCOMM Standards V202.01, A102.01, 2M-2010, 3M-2011, 4:2012, 10:2013o INFOCOMM F501.01:2015o ANSI J-STD-710o All applicable local codes and regulations.* Travel to sites throughout the world during construction and completion of projects, perform detailed intermediate and final professional inspections, and oversee testing of the audio visual installation and related work.* Travel to posts to survey and inspect existing conditions for scope development* Prepare special reports and advise higher level OBO management on complex audio visual systems problems, accomplishments, and objectives. * Reviews and revises preliminary designs for program conformity, technical sufficiency, and general suitability. * Attends formal and informal meetings for design review and approval; participates in guidance of design to acceptable solution of problem areas and, depending on the size and complexity of the project. * Formulate recommendations and/or personally recommends approval or modification necessary to obtain desired results. * Examines and evaluates the commissioned contractor's cost estimates and recommends adjustments as necessary. 2. Contract Administration The employee serves as a Contracting Officer's Representative (COR) for assigned projects, exerting control over the management of government funds in the design of overseas facilities, and assists the Contracting Officer (CO) in the administration of the contract.* Approves payment of government funds and authorized expenditures, accepts accountability for transfer of funds, procurements, and other financial-related decisions;* Provides technical assistance in pre- and post-bid activities, and participates in the analysis of bids for construction contracts;* Conducts field consulting visits, rendering staff assistance to the resident architect, contract architects and engineers, and regional and district office architects regarding design and construction, the intent of drawings and specifications, change order requirements, allowable deviations due to unusual site conditions and problems, technical requirements, substitutions for specified equipment, and required quality of work;* Upon completion of projects, conducts an exit interview with those responsible for the activities to indicate findings and make recommendations for any immediate corrections, and prepares a written report of such findings and recommendations. Education: Minimum high school education. Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate one or more of the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.Experience as Certified Technology Specialist (CTS) or CTS - Design (CTS-D) certification from AVIXA (formerly InfoCOMM) preferredExperience in latest state of the art audio visual systems, applications, and developments with ability to apply this knowledge into design and construction projects sufficient to serve as an expert.Experience in applicable consumer statues and regulations, as well as applicable industry standards.Experience in familiarity with a wide range of related engineering and/architectural principles and practices to ensure that AV are designed and constructed appropriately and apply knowledge to wide range of design issues and problems.Experience preparing in-house designs and developing contract documentsExperience advising/overseeing installation of audio visual systems in commercial, institutional, or federal buildings Benefits:PDN-9b726267-8621-447e-bced-62b9f2aab327
