Reports to (title): Chief Executive Officer Supervises: HR Coordinator, HR Assistant Classification: Exempt POSITION SUMMARY: The Human Resources Manager must proactively manage and integrate; HRIS, Open Enrollment, Benefit Administration, Employee Relations, Staffing, Compensation, and update the HR Policy & Procedure Manual. The Human Resources Manager is responsible for serving as a liaison between employees and management. ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES: Oversees the entire recruitment process ensuring that appropriate selection criteria are established and consistent for each open position Reviews background checks, DMV records and periodically verifies credentialing for health workers Oversees new hire orientation, ensures completion of all introductory paperwork, and the explanation of policies and procedures; ensures a comfortable transition for new employees Maintains and reviews of the Human Resources Information System (HRIS) for accuracy Oversees preparation of data and personnel files for annual audit/review Interacts with auditors and regulatory agencies, ensuring contract compliance Advises management and employees on the interpretation of HR policies, programs, procedures, and applicable laws and regulations Organizes and implements organization-wide training programs Analyzes HR functions, policies, forms, and processes to continually improve the HR Department Takes the lead in designating and determining leaves of absence for employees in a timely manner in accordance with CA law Administers employee benefit plans on the local level based on eligibility, company policy, and as defined by client contracts Analyzes and provides advice to supervisors and directors on methods and approaches to resolve employee work problems, and conducts employee investigations, counseling and disciplinary procedures Serves as a liaison on Human Resources initiatives and issues including Employee Relations, Retention, Compensation & Benefits, and Equal Employment Opportunities Organizes and updates position descriptions for entire organization Provides support and guidance to the HR Department when complex, specialized, and sensitive questions and issues arise Oversees the management Human Resources personnel files Maintains strict confidentiality of client and personnel information Adheres to agency policies and advance the goals in a manner that embodies the agency's philosophy Applies change management techniques to ease the transition of changes in the work environment MINIMUM QUALIFICATIONS: Qualifications: Strong interpersonal skills essential Knowledge of State and Federal laws and regulations in the areas of wage and hour laws, employment law, and workers' compensation, specific to California Proficiency in Microsoft Suite and Google Suite Education & Experience: Bachelor's Degree or comparable experience. Five (5) or more year's progressively responsible human resources experiences, or an equivalent combination of education and experience sufficient to perform the essential functions of the job One year of experience in the recruitment of healthcare professionals Certifications: Possess ongoing affiliations and attend trainings for continual Human Resource Management Confidentiality: Maintain strict confidentiality of client and personnel information adhering to HIPAA, professional codes of conduct, State of CA regulations, Privacy Act, and policies and procedures This position has access to sensitive information, and a breach in confidentiality will be grounds for disciplinary action up to and including immediate termination Communication/Interpersonal Skills: Ability to relate to employees at all levels of the organization Proficient in English Communicate and deal effectively with people in a professional and courteous manner Demonstrate ability to exercise a high level of judgment, accept supervision, and exercise a high level of accuracy and organization Ability to conduct meetings and presentations Sensitivity to other cultures, particularly to the community the organization serves Technology Skills: Demonstrated skills in using Microsoft Excel, Word and PowerPoint Demonstrated skills using HRIS and reporting programs and software Other: Demonstrated knowledge of Federal, California Employment Laws Available and willing to travel as needed Available to work evening and weekend hours as needed POSITION PREFERENCES: Bachelor's degree in Business Administration, Human Resources, Psychology, or other related field, preferred PHRca certification or SHRM California Law HR Specialty Credential Knowledge of Indian Self-Determination and Education Assistance Act (Public Law 93-638) Experience working with the American Indian community Job Posted by ApplicantPro
