Applications Analyst II or III - GIS Salary: $71,413.00 - $93,516.00 Annually Location: Kennewick, WA Job Type: Full Time, Regular, Exempt Department: IT Applications Job Number: 202000403 Closing: 3/2/2020 11:59 PM Pacific Opportunity To Join The Information Technology Team As A Applications Analyst - GISBenton PUD is seeking a highly qualified individual to perform a variety of technical support functions related to the utility's Geographic Information System (GIS), and to provide support for Engineering and Operations staff that use GIS tools – in the office and in the field on mobile devices. This position performs both an applications analyst role – bridging the gap between the functional users and technical staff, along with system administration duties associated with the maintenance of the GIS system. The work is diverse and challenging and the size of the organization allows for innovation, creativity and focused training in a small, personal environment.The preferred candidate will have experience with ESRI ArcGIS Desktop, geospatial data and database concepts (shapefiles, coverages, imagery, spatial extents, positional accuracy). The ideal candidate will have an understanding of electric utility operations. Preference will be given to candidates that have experience with the National Information Solutions Cooperative (NISC) application suite.Equal Opportunity Employer Minorities/Women/Veterans/DisabledAccountabilitiesThe primary purpose of this position is to use a wide application of complex principles, theories and concepts to bridge the gap between functional users and technical staff to ensure that the functional capabilities of the District's systems are optimized. The position contributes to the development of solutions to difficult problems, completes work on complex projects or tasks, analyzes and evaluates existing or proposed systems and devices or modifies procedures to process data and solve problems. Under the direction of the Manager, acts as technical lead for the system and coordinates the activities of the project team; manages small to mid-size projects, reviewing scheduling, cost and documentation to ensure success. Acts a resource for system users providing direction, training and guidance for less experienced staff. Accountabilities: Improve system functionality by providing understanding of data and process flows within applications; performing user needs analysis and work flow/business process analysis, and guiding the maintenance of application setup tables. Ensure application data accuracy by monitoring systems and either correcting data using the application, instructing users how to correct the data using the application, or executing SQL to correct data outside the application. Ensure stable applications by developing test plans and coordinating execution of test plans in the appropriate environment. Ensure adequate user documentation by reviewing business processes and coordinating the creation and maintenance of documentation that correlates to processes. Ensure assigned systems are properly documented by designing interfaces, data models, relational diagrams and software enhancement specifications Ensure that the functionality of applications is properly utilized by coordinating the creation of training materials and facilitating the training or coordinating user training with other resources. Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions. Complete special projects and other duties as assigned to meet team, department and organization goals. Minimum Qualifications, Experience and Certifications Required: BA/BS in Information Systems, Geography, Engineering Technology, Geographical Information Systems, or field related to functional area Three (3) to four (4) years of Applications Analyst level experience with the appropriate applications In lieu of BA/BS, a minimum of an AA/AS is required with 2 additional years of directly related experience and trainingAnalyst Certification required if substituting additional experience plus AA for BA/BS degree Knowledge, Skills and Abilities: Ability to stay current with technology and apply training and experience to real world problems Ability to solve technical problems that require innovation and ingenuity Ability to learn functional work processes of electric utility sufficient to apply functional process understanding to system technical capabilities. Working knowledge of District departments and their functional needs Strong communication, interpersonal, and facilitation skills; ability to coordinate project work with others. ESRI ArcGIS software, technology, and administration Maintenance of enterprise geodatabases and use of relational database technologies to prepare and deliver GIS products and applications Design and development of web applications Development of data quality and cartographic standards, defining best practices for GIS operations Intermediate MS Office skills, including Word, Excel, Access, PowerPoint, Project and Visio Working knowledge of relational database concepts Basic project management skills to work with project managers to implement and maintain systems In-depth knowledge of a client-server environment and utilizing three tier architecture In-depth knowledge of web server application environments Ability to use SQL or scripting to provide required reporting, application maintenance, including metadata and database schema modifications and system performance tuning using application toolset, developer provided programs and database access tools Knowledge of, or the ability to learn, tools necessary to support assigned applications Knowledge of Autodesk Map 3D Administration of ArcGIS Desktop and ArcGIS Pro ADA Requirement Attendance: Consistent need to attend work at the job site or work location. Frequent or constant need for punctuality. Physical Effort: Frequent periods are spent standing or sitting in the same location with some opportunity to move about; occasionally there may be a requirement to stoop or lift light material or equipment (typically less than 8 lbs.). Environment: Located in a comfortable indoor area, with occasional requirement to visit an external job site. Any unpleasant conditions would be infrequent and not objectionable. Hazards: There is occasional exposure to hazards or risk of injury that are generally protected against or predictable. Sensory Attention: Typically requires regular use of one or more senses of medium intensity and long duration. Position requires color vision.
