This position is an “at-will” appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements. Position Purpose Under general supervision of the Associate Vice President for Human Resource Services this position is responsible for providing senior-level support, guidance, and professional advice, interpretation, and counsel on a broad range of human resource issues to managers, supervisors, employees, applicants, and the public regarding applicable laws, rules, policies, and collective bargaining agreement requirements. This position independently performs professional level human resource assignments and its primary focus includes leave administration (i.e., Shared Leave, Family Medical Leave Act, Paid Family and Medical Leave, other medical leave); overseeing and managing employee reasonable accommodation process; overseeing workers compensation program; conducting staff recruitment; conducting classification reviews and representing college at appeal hearings; serving as college representative during demand to bargain meetings; discipline; and grievance processing and management. These functions constitute the majority of the work, although the position will also perform other human resource generalist work. Nature and Scope Essential Functions Leave Administration• Provide leadership and compliance in all aspects of leave administration for college employees, including the Paid Family and Medical Leave ( PFML ), Family Medical Leave Act ( FMLA ), Americans with Disabilities Act ( ADA ), Washington State Shared Leave and Disabilities Law, Washington State Shared Leave rules, and Washington State Disability rules.• Interpret complex leave regulations, approve/deny FMLA and all types of Shared Leave requests, provide periodic training on FMLA , and provide guidance and assistance to staff and supervisors on leave request and administration in all applicable leave areas.Reasonable Accommodation• Process and manage reasonable accommodation requests.• Develop and provide training on reasonable accommodation as needed.Recruitment• Advise and work collaboratively with appointing authorities on employment and recruitment, outreach, and selection processes for exempt, classified, and temporary employees.• Work in cooperation with the Affirmative Action and Equal Opportunity Officer to comply with college affirmative action plan and achieve the college’s EEO and diversity goals.• Brief search committees on classified and exempt staff hiring procedures, including appropriate applicant screening and interviewing procedures.• Develop recruitment materials, including position descriptions, advertising, screening questions, interview questions, and reference checking questions.• Update and maintain the applicant tracking system for assigned searches; provide guidance and training to others using the system.• Communicate with the public and applicants to provide information and answer questions about assigned searches.Classification• Write and revise staff position descriptions in collaboration with appointing authorities.• Conduct position reviews by interviewing employees, supervisors, and subject matter experts, determine appropriate classification and draft and issue written allocation decisions, represent the college during employee initiated appeals, and submit appeals on behalf of the college.• Advise appointing authorities on classified and exempt salary placement procedures.• Determine Fair Labor Standards Act eligibility, civil service (classified versus exempt) status, overtime eligibility, salary, and membership in appropriate bargaining unit.Collective Bargaining/Labor Relations• Provide administration, counsel, interpretation, and application to management and staff regarding the collective bargaining agreements.• Developing and foster positive relationship with the employee union.• Provide guidance and advice to management on employee performance and discipline issues and processes, including investigations, drafting pre-discipline and discipline letters, and facilitating meetings.• Manage the grievance process including writing grievance response and representing the college during hearings, mediation, and/or arbitration.• Provide guidance and manage layoff and end of appointment processes and procedures in accordance with provisions of the applicable collective bargaining agreement or college policy, including writing and sending appropriate notices to the union and impacted employees as required and meeting with supervisors and employees upon request to discuss process and options.• Respond to demands to bargain and represent the college during demand to bargain sessions.• Facilitate employee union management committee meetings.• May participate in the negotiation of the classified and/or exempt staff collective bargaining agreement.Personnel Management• Provide information and advice to supervisors and employees regarding interpretation of laws, rules, policies, and procedures on compensation and hours of work, including interpreting and complying with state and federal wage and hour laws and collective bargaining agreement provisions.• Assist in the development and implementation of policies, procedures, and processes to comply with federal and state law and to meet institutional needs.• Assist with determining training needs and providing training on suitable topics. Additional Duties • May oversee Human Resource Services operations in the absence of the Associate Vice President for Human Resource Services. Minimum Qualifications • Two years professional-level experience as a Human Resource generalist working with leave administration, recruitment, classification, compensation, workers compensation, and/or labor relations.• Experience administering human resource management systems for leave, recruitment, and/or payroll. Desired Qualifications • Bachelor’s degree.• Three years of progressively responsible experience in human resource management.• Experience administering medical and other leave programs.
