General Responsibilities Under the supervision of the Commercial/Land Coordinator. Office and field work associated with the mass appraisal of real property by area or use type within the boundaries of Lubbock Central Appraisal District (LCAD). Examples of Responsibilities 1. Gathers and verifies data or real property including, but not limited to, measuring structures, physically inspecting the exterior and if possible the interior of buildings, photographing property, and noting architectural quality and intended use of the property.2. Conducts ratio studies and other projects to assist in the determination of reappraisal needs.3. Determines correct physical, functional and economic characteristics of real property. Utilizes digital photography to analyze and compare property characteristics between digital imagery and property record data. Appraises real property using generally accepted mass appraisal techniques in order to arrive at market value.6. Gathers, verifies, and analyzes data on commercial properties using a variety of appraisal, database, and spreadsheet software.7. The understanding and ability to consider all three approaches to value with an emphasis on the income approach.8. Apply scheduled values and depreciation to all real property; deviating from schedules when warranted based upon the individual characteristics that affect the property's market value.9. Reviews renditions and Notice of Decreased Value for real property.10. Prepares records for data entry to ensure proper value is placed on each account; proofs all work after entry for any errors.11. Assist property owners who have questions concerning value, appraisal methods, and other matters of information or concern.12. Purges the roll of property no longer taxable in Lubbock County.13. Prepares evidence and testifies before the Appraisal Review Board.14. Regular attendance and punctuality. This is an exempt position and overtime may be required.15. Performs other duties as required or directed by the Director of Appraisal, Deputy Chief Appraiser or Chief Appraiser. Minimum Qualifications - Graduate of an accredited four year college or university and/or real estate experience. Applicant must be able to successfully complete the requirements for the RPA designation with TDLR. A valid Texas driver's license with a verifiable driving record is required. Subject to background check and drug test. Preferred Qualifications – RPA certification, college degree in related field, or additional years of mass appraisal, fee appraisal, or commercial real estate experience. Applicant must possess knowledge of and experience with various Microsoft Office products along with excellent written and oral communication skills.
