GENERAL FUNCTION: Responsible for developing and implementing strong recruiting strategies focused on creating a diverse talent pool, to maximize the effectiveness of placements of all positions in a timely, cost effective manner, while providing an excellent employee experience. Performs diversified duties and administrative support to Human Resources Director primarily in the areas of legal compliance, selection process, performance management and file maintenance. MAJOR DUTIES AND RESPONSIBILITIES: Partners with hiring managers to identify, recruit and onboard exceptional talent. Seeks out various avenues to further develop existing staff and attract diverse talent for various job openings within the organization. Responsible for recruiting and continually developing a talent pipeline through various sourcing efforts including, but not limited to proactive outreach campaigns and job fairs in the communities in which we serve. Leverage labor market knowledge to draft an adequate sourcing strategy and find talent. Stay abreast of recruiting trends and best practices. Supports the interview and selection process by posting jobs in appropriate forums, screening resumes/applications, scheduling appointments, perform screening interviews, conducting pre-employment testing, background checks and pre-employment drug testing. Must apply behavioral interview methods to identify qualified candidates. Provide guidance to hiring managers on appropriate recruitment process and development of our current staff. Collaborates with supervisors to understand the qualifications needed for each position and develop accurate job descriptions for each position. Provides frequent communication with candidates regarding the application process and company benefit programs. Provides a welcoming and positive onboard experience to new employees. Manage the onboarding process for Students who participate with our local School Bank projects. Track various metrics by updating various databases to ensure compliance with all reporting requirements. Tracks trends and developments in recruitment, onboarding and various other Human Resources related areas. Identifies improvement opportunities and implements changes as directed. Conducts exit interviews and tracks data for patterns and opportunities for further development. Demonstrates highest levels of customer service, confidentiality and discretion when dealing with the internal and external sources, employees, applicants and management. Maintains all personnel records including current employee files, terminated employee files, as well as all electronic Human Resources files. Maintains confidentiality of all records including, but not limited to, medical files and supervisors' performance appraisals. Involves frequent contact with personnel inside and outside the company requiring reasonable tact, discretion, and a working knowledge of the benefits, policies, and procedures. Assists Human Resources personnel with termination interviews, closing of benefit programs and retains employment records as prescribed by law. ADDITIONAL RESPONSIBILITIES: Publishes, maintains, and modifies appropriate personnel manuals, employee directory, etc. as required. Works with Human Resources personnel to recommend appropriate changes in personnel systems and procedures to promote greater efficiency, cost savings, or other benefits for the company and its personnel. Ensures that employees are kept aware of personnel policies and employee benefit programs on a continuing basis. Answers employee questions concerning benefits; refers to various resources for information as needed. Verifies employment of former and active employees. Supports the administration of various employee benefit programs, such as group insurance, life, medical and vision. Administers COBRA compliance, including providing all notifications within the acceptable time constraints defined by law; assists with other aspects of legal compliance. Performs HR payroll procedures, including processing of new hires, terminations, transfers, leaves of absence, pay increases, and insurance adjustments. Also provides feedback on employee morale to Director of Human Resources. Performs any other duties assigned by supervisor. JOB QUALIFICATIONS: Bachelor Degree in Human Resources Management or equivalent experience. Four to five years recruiting experience or Human Resources experience. Background in compensation, benefits, training, payroll and employee relations preferred. Previous project management experience a plus. Extremely organized and detail-oriented; able to juggle multiple priorities at once with grace and a "can-do" attitude. Self-motivated and can work accurately and independently with minimal direct supervision. Effective presentation, verbal, and written communication skills. Builds effective relationships at all levels within the company. Able to problem-solve, handle stressful situations, and act with a sense of urgency. Ability to work both independently and as a team. Must be knowledgeable of employment law and other issues relative to Human Resources. Excellent verbal and written communication skills are essential. Requires a significant level of diplomacy, tact and the ability to work effectively with both employees and managers. Ability to convey a positive and professional image to applicants and employees. Ability to work in a fast paced environment. Strong computer skills with a working knowledge of Word, Excel, Kronos, PowerPoint and Microsoft Office. Flexible to work outside of normal banking hours when necessary. Ability to handle and produce accurate work within a specified time frame. Demonstrates proficiency and commitment to excellence in performance of duties. Ability to maintain highly confidential matters. STANDARDS OF PERFORMANCE: Perform all areas of responsibilities so they are completed in a timely, accurate, and thorough manner. Acceptable attendance and reporting to work in a timely manner. Maintain positive work-environment with co-workers and customers. Must be alert in all job functions. Must be courteous and respectful of all customers and employees.
