NiteLines USA is looking for a Phlebotomist to join the team! The prospective contractor will provide Phlebotomist services as delineated below for the inmate population at the Federal Prison Camp, Alderson, West Virginia. LOCATION: Federal Bureau PrisonsFPC Alderson One Glen Ray Road Alderson, WV 24910 SCHEDULE OF PERFORMANCE: The Contractors will normally work, Monday through Friday (except Federal holidays), normally between the hours of 7:30 am and 4:00 pm, with a thirty (30) minute unpaid lunch period, (if applicable). METHOD OF PERFORMANCE: The services provided, being professional in nature, will be provided in the method as considered normal by community standards. These services, although not directly supervised, will be reviewed in accordance to Bureau of Prisons Policy Guidelines, Health Services Manual, PS 6010.02 and 6031.01. The performance of these services will also be verified by the delegated COR (Contracting Officer's Representative). The Government may evaluate the quality of the professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered (e.g., professional judgements, diagnosis for specific medical treatment). The contractor is expected to wear professional clothing which shall be covered by a lab coat or smock. EMPLOYEE HEALTH REQUIREMENTS: The Contractors shall ensure that the Medical Assistant, Radiology Technician, Phlebotomist, Dental Assistant, License PracticalNurse and Dental Hygienist is free of infectious diseases which will require annual PPD testing, annual Influenza Vaccination, andHepatitis B vaccine. Any individual performing as a Medical Assistant, Radiology Technician, Phlebotomist, Dental Assistants,License Practical Nurse, or Dental Hygienist, under this BPA who subsequently develops a medical condition which might reasonablybe expected to place other workers, patients, or the public at risk shall be immediately removed from activities requiring performanceof invasive procedures and activities which might reasonably be expected to place other workers, patients, or the public at risk. In anysuch case, the Contractors shall be responsible, at no additional cost to the institution, for securing the services of any replacementpersonnel required to perform this BPA. UNIFORM REQUIREMENTS: The Contractors must wear appropriate and professional attire (scrub uniforms are approved) at all times. The attire worn shall alsobe appropriate for the correctional environment in which the contract employee will be performing. The Contractor is prohibited fromwearing khaki or green clothing of any type as this is the color clothing the inmate population wear. PHYSICAL DEMANDS: The physical demands of this position are sedentary in nature. However, walking, prolonged standing, and sitting are requiredto accomplish the assigned tasks. Occasionally, the contractor will be required to lift boxes and equipment weighing up to approximately 25 pounds. EDUCATION AND QUALIFICATIONS: The Contractor’s employee providing services will need to maintain certification and/or licensure under this BPA award and musthave graduated from an accredited school; be certified in Basic Cardiac Life Support (CPR) and Automatic External Defibrillator(AED); and have one or more current years of experience in their discipline. Correctional experience is desirable, but not required. Must provide proof of malpractice insurance through their employer.Quoters must specifically identify the individual that will be performing these services under any subsequent BPA award. The quotermust provide proof that their candidate meets all qualifications. The candidate’s name and qualifications must be submitted at thetime the offer is submitted. All quoters must submit with their proposal a resume, photocopies of documents evidencing education and training. RESTRICTIONS ON CONTRACT WORKERS: The Contractor shall not supervise inmates, supervise Bureau of Prisons staff, requisition, sign for, or pick up supplies, formulatepolicy or procedures, or attend meetings, recalls or staff functions. PATIENT MANAGEMENT: Each session shall result in individual patient contact. The institution assumes full responsibility for the management of their patients.The Contractor will be responsible for submitting medical reports as follows:Contractor shall make BEMR entries (on computers provided by the institution medical staff) that provide all information pertainingto the services rendered i.e. specimen(s) obtained and documenting data related to the patient encounter and discipline.Inmate records are the sole property of the Federal Bureau of Prisons and are confidential. No medical record/information shall bereleased by the Contractor to any person, without prior approval of the institution's Health Service Administrator or designee andthe FOIA/Privacy Act Branch of the Office of General Counsel in the Central Office, Washington D.C. Contractor shall maintainconfidentiality of all information handled in accordance with policies identified in the Statement of Work. INMATE MANAGEMENT: The provision of services under this proposed BPA will require frequent and unsupervised contact with inmates. The Contractors willnot be responsible for the management of inmates except to ensure that those inmates involved in activities within the Contractor’sscope of work shall abide by all rules, in effect, to ensure the safety and well-being of all participants. The Contractor will report any infractions of rules and regulations by any inmate to the Health Services Administrator or the CM. INSTITUTUION SECURITY: The Contractors agrees to adhere to all regulations prescribed by the institutions in regards to the safety, custody, and conduct ofinmates. The Bureau of Prisons requires all non-employees to sign in and out of the institution for security reasons. The Contractorwill be required to attend an orientation program, consisting of approximately six (6) hours, prior to performing any services underthis contact. The date and time for this orientation will be mutually agreed upon by both parties, and reimbursement for attendancewill be at the hourly BPA award rate. The Contractor may, at any time, be removed from the institution at the discretion of the CEO. The Contractors will be responsible to sign the log of Medical Consultant Visits Form BP-352(6), which will be located in the HealthServices Unit if applicable. The Contractor will be required to record the date of service, time of arrival, and departure in the log. METHOD OF PERFORMANCE: The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasksoutlined in this Statement of Work as long as the requirements are met in accordance with the policies described above.The services, although not directly supervised, shall be reviewed by institution medical staff to ensure BPA award compliance. TheContractors performance will be evaluated in accordance with FAR Part 42. BPA award monitoring reports will be prepared by theCM and maintained in the BPA file. The Government reserves the right to suspend, limit or revoke the Contractor’s privileges at thefacility due to violations of security procedures. RESPONSIBILITIES: 1. Collecting clinical laboratory specimens (human blood) for inmate testing requested by a clinician. Collection of specimens willbe accomplished via routine venipuncture and capillary procedures.2. Collecting other body fluids and clinical specimens (i.e. stool, urine, sputum). Incumbent instructs patients on proper collectionof specimens such as stool and urine for laboratory analysis.3. Is responsible for specimen processing and transport. Processing will include, but not be limited to, specimen centrifugation,spin down, mixing, preparing and packaging specimens for shipment.4. Appropriately handles infectious and bio-hazardous waste.5. Assists laboratory staff in a variety of laboratory related activities, including but not limited to, ordering entry into acomputerized laboratory information system, preparing laboratory related paperwork, storing and inventorying laboratorysupplies.6. Will maintain required competency training as outlined by accrediting standards and local policy.7. Maintain accurate inventory of all needles and syringes used to replace sub stock inventory.8. Scanning of medical records and reports as needed.9. Other duties as assigned.1. Possess a current and valid license/certificate from a United States jurisdiction.2. Assisting primary providers in the urgent care room when necessary, and utilize basic medical equipment. 10. Conduct routine checks of equipment and temperature logs.11.Maintain daily sick call list/call out.12. The contractor will sign the Institution Contractors Log Located at the front entrance of the Institution; indicating the date ofvisit to the Institution, the time of arrival and departure and signature of time in and time out for any lunch breaks. This must be done for each visit.
